India-China Cooperation Dialogue: A Path Forward

On Monday, China praised Prime Minister Narendra Modi’s recent remarks promoting the India-China Cooperation Dialogue as a means to foster better relations. Beijing described Modi’s comments as “positive” and highlighted that cooperation between these two nations, akin to a coordinated dance between the elephant and the dragon, is the most effective path to mutual prosperity.

Chinese Foreign Ministry spokesperson Mao Ning stated, “In recent months, both sides have earnestly implemented the important consensus reached by their leaders, strengthened exchanges, and practical cooperation at various levels, achieving a series of positive outcomes.” She emphasized that the India-China Cooperation Dialogue remains the only viable option for building a successful partnership.

The Importance of Dialogue

During a podcast with American podcaster Lex Fridman, PM Modi elaborated on India’s relationship with China, acknowledging that disagreements are natural between neighbors. He stressed that dialogue is crucial to preventing minor differences from escalating into larger disputes. “In 2020, the incidents along the border created significant tensions between our countries. However, after my recent meeting with President Xi, we have seen a return to normalcy at the border,” he said.

Relations between India and China soured after the military standoff in Galwan Valley in May 2020. On October 21 last year, India announced a significant agreement with China about patrolling along the Line of Actual Control (LAC) in eastern Ladakh, marking a breakthrough in resolving ongoing tensions.

Recent Developments in India-China Relations

In October, PM Modi met with Chinese President Xi Jinping during the Brics summit in Kazan, Russia. Both leaders endorsed the agreement on LAC patrolling and expressed their commitment to reviving bilateral dialogue mechanisms. PM Modi indicated the importance of maintaining a strong relationship, even amid occasional disagreements. He said, “Our relationship should remain strong and continue to grow. Not everything is perfect, but through dialogue, we can build a stable and cooperative relationship that serves both nations’ best interests.”

The Prime Minister acknowledged that rebuilding trust and enthusiasm in bilateral ties will take time due to a “five-year gap” created by tensions. “While there have been ongoing border disputes, trust, enthusiasm, and energy will return slowly but surely,” he remarked.

A Historical Perspective

PM Modi highlighted that there is no “real history of conflicts” between India and China. Both nations boast ancient cultures and civilizations. He noted, “For centuries, India and China have learned from and understood each other. Historically, they have contributed significantly to global well-being.” Modi pointed out that at one point, India and China collectively accounted for 50 percent of the world’s GDP, underscoring India’s historical significance.
